“As little as possible – as much as necessary“

Prof. Stig Enemark (Aalborg University Dept. of Development and Planning/ International Consultant) and Prof. Musinguzi Moses (Vice Chair of Surveyors registration Board/ Chair at Board of Directors of LANDNET Uganda presented on the guiding principles of this strategy and the implementation strategy respectively.

This phrase perfectly summarizes the ‘Fit for Purpose Land Administration Strategy’ which was discussed on the 4th of September at a one day validation workshop on the draft country-specific strategy for Uganda by the Ministry of Land Housing and Urban Development in partnership with UN-Habitat/GLTN. Prof. Stig Enemark (Aalborg University Dept. of Development and Planning/ International Consultant) and Prof. Musinguzi Moses (Vice Chair of Surveyors registration Board/ Chair at Board of Directors of LANDNET Uganda presented on the guiding principles of this strategy and the implementation strategy respectively. 

The strategy aims to support the building of a flexible, inclusive, participatory, affordable, attainable, reliable and upgradable land administration system. It was also noted that for the system to work well, there are changes that have to be addressed in the spatial framework, legal/regulatory framework and institutional framework. Additionally, capacity development has to be strengthened, since it is essential for sustainability. The different stakeholders participated in group work and a fruitful discussion through which possible recommendations to revise the draft were identified. These recommendations will be incorporated and finally submitted to the Government of Uganda in the next weeks.
